Bruce Jacobs, a senior advisor on spectrum issues, has spent the last five years working on spectrum management issues at NTIA and the Federal Communications Commission (FCC). At the FCC, Jacobs was chief of the FCC’s Spectrum Enforcement Division. Prior to the FCC, he was a partner with Pillsbury Winthrop Shaw Pittman where he counseled companies developing new technologies that are regulated by the FCC, with a focus on satellite and wireless technologies.. He represented American Mobile Satellite Corporation in its establishment of the first U.S. MSS system and XM Satellite Radio Corporation from its founding through its growth to more than 10 million subscribers. He also helped other private sector clients obtain licenses in the Ka FSS and BSS bands and the V band, and was founding counsel to the Voice on the Net (VON) Coalition, a trade association of companies active in the development of internet voice applications and services.
